Photos Reveal Conditions at Union City Building in Legal Fight

Leaked photos appear to show deteriorating housing conditions inside a Union City building owned by AVGS Holdings, which is currently at the center of a civil rights lawsuit filed against Mayor Brian Stack and other city officials.
The images, obtained by HudPost, show extensive water damage, peeling ceiling plaster, and visible mold in tenant units. Others display cracked surfaces and mold streaks along interior walls.

The property is the subject of an ongoing dispute between the city and AVGS Holdings, which is led by Victorina Salvador. Salvador has alleged harassment, selective code enforcement, and warrantless searches in a complaint filed in Hudson County Superior Court.
“We’re definitely getting special attention from the city: they are calling and there are summonses, [issuing] violations where there were no violations,” Salvador said in a 2022 interview. “Every time I receive a citation or summons, counsel must be utilized. I’ve already spent a couple of thousand dollars and expect that figure to double.”
A letter from Mayor Stack to tenants, dated April 2025, states that the building owner agreed in municipal court to pay $4,500 in fines for eight violations, including one related to operating an Airbnb.”
“Additionally, the attorney for AVBS stated on the record that all necessary repairs and remediation work will be completed by July 22, 2025,” Stack wrote.
