Mayor Solomon Designates Business Administrator Choi as Acting Mayor While Traveling

Jersey City Mayor James Solomon will travel out of state from August 24 through September 5, 2026, to attend his godson’s baptism and visit family, and has designated Business Administrator Ruby Choi as acting mayor for the duration of his trip.

The designation is provided under the Faulkner Act, the state law governing Jersey City’s form of government. Choi will manage day-to-day operations alongside the mayor’s senior leadership team.

Choi, a Jersey City resident, was appointed business administrator in May 2026. As business administrator, she oversees the day-to-day operations of city government, managing departments and the delivery of services to the city’s more than 280,000 residents.

Before joining the Solomon administration, Choi spent 16 years in senior leadership roles across four New York City mayoral administrations. She most recently served as Deputy Commissioner of Strategic Initiatives at the New York City Office of Technology and Innovation, and previously held a senior post at the New York City Police Department, where she established the department’s first project management office.

Solomon will continue to be briefed by his senior team while away to ensure city government continues to operate without interruption, according to the city.
