Mayor Bhalla Signs Executive Order to Establish Guaranteed Basic Income Task Force

Mayor Ravi S. Bhalla signed an executive order establishing a Guaranteed Basic Income (GBI) Task Force to design a pilot program aimed at improving financial stability for low-income Hoboken residents.

The Task Force will develop eligibility criteria, payment amounts, funding strategies, and an implementation timeline for a GBI pilot that provides direct, unconditional monthly cash payments to individuals. The program is intended to supplement, not replace, existing safety net supports.

“This executive order marks an important step toward a fairer Hoboken,” said Mayor Bhalla. “Guaranteed basic income programs across the country have shown the power of direct, unconditional cash assistance to help families meet their needs while reducing economic stress.”

Approximately 7.1 percent of Hoboken residents live below the federal poverty line. Rising housing and living costs continue to strain low- and moderate-income households, particularly families with children, seniors on fixed incomes, and workers whose wages have not kept pace with the city’s economic growth.

The executive order cites the potential use of cannabis transfer tax revenue to support the pilot. It also references findings from the U.S. Census Bureau’s Household Pulse Survey, which found that households with children quickly spend direct financial assistance on basic goods, supporting local economies.

The Task Force will include representatives from the City of Hoboken, the Hoboken Housing Authority, and local nonprofit and legal service organizations such as HOPES, the Hoboken Shelter, and the Hoboken Community Center.

The Task Force is expected to deliver a final implementation plan within 90 days of selection, with the goal of launching the program in early winter 2027.
