Kearny Launches Blue Envelope Program

On July 22, 2025, the Town of Kearny introduced the Blue Envelope Program, a new initiative designed to promote safer interactions between law enforcement and individuals with Autism or other communication challenges.

Standing on the steps of Town Hall, Mayor Carol Jean Doyle led the official launch alongside Police Chief Scott Macfie, Police Committee Chairperson Councilman Gerald Ficeto, Public Health Chairperson Councilwoman Marytrine De Castro, Councilman George Zapata, members of EPIC, and representatives from the Hudson County Prosecutor’s Office.

The program was developed through a collaborative effort between the Hudson County Prosecutor’s Office, County Executive Craig Guy, the Hudson County Department of Health and Human Services, and the Mayor’s Office of Kearny.

Participants in the program receive a blue envelope that holds essential documents such as identification, medical information, and communication tools. These materials are intended to reduce confusion during traffic stops or other encounters with law enforcement and to ensure that individuals with neurodiverse conditions are treated with greater understanding and care.

The Blue Envelope Program reflects Kearny’s growing commitment to inclusivity and public safety, setting an example for other communities across the county.
