Hudson County Clerk’s Office Employee Sues County, Alleging Racial Harassment and Retaliation
A supervisor in the Hudson County Clerk’s Office has filed a lawsuit against the County of Hudson, the Clerk’s Office, and four employees, alleging a years-long pattern of racial harassment, disparate treatment, and retaliation in violation of the New Jersey Law Against Discrimination.
Jocelin Lagansoa, a Bayonne resident of Asian descent who has worked for the county for approximately 23 years, filed the complaint in Hudson County Superior Court on March 20, 2026. Named as defendants are Hudson County Clerk E. Junior Maldonado, Deputy Clerk Jamie Davis, Special Deputy Clerk and Chief of Staff Susan V. Antun, and fellow employee Consuelo Evans.
According to the complaint, Evans repeatedly referred to Lagansoa using the racial epithet “Dragon Lady” and on or about May 22, 2025, stated she “would make [Plaintiff’s] life miserable.” The complaint alleges management was aware of the conduct and failed to take meaningful corrective action.
Lagansoa filed multiple internal complaints with Hudson County Personnel beginning in May 2025. The county conducted an internal investigation which concluded in September 2025. According to the complaint, the investigation substantiated her allegations, finding they “raise some concern regarding the use of improper language in the workplace.” The county’s response, the complaint states, was to recommend training for Evans and close the file without imposing formal discipline.
The lawsuit further alleges that following her complaints, Lagansoa was subjected to heightened scrutiny including a new daily task reporting requirement, had her supervisory decisions overridden, and was denied meeting requests that were granted to other employees.
The complaint alleges hostile work environment, disparate treatment, retaliation, and aiding and abetting under the NJLAD. Lagansoa is seeking compensatory and punitive damages, as well as equitable relief.
