AG Identifies Man Fatally Shot by Jersey City Police, Releases Video Footage

The New Jersey Attorney General’s Office on Tuesday released video and audio footage related to a fatal police-involved shooting that occurred in Jersey City on October 21, 2025. The decedent was identified as Teshawn Rogers, 27, of Jersey City.

The incident remains under investigation by the Office of Public Integrity and Accountability (OPIA) in accordance with a 2019 state law that mandates independent review of deaths involving law enforcement officers. All such investigations must be presented to a grand jury.

According to preliminary findings, members of the Jersey City Police Department’s Street Crimes Unit encountered Rogers shortly after 1 a.m. near Bergen and Virginia avenues. As Rogers walked northbound on Bergen Avenue, an unmarked police vehicle pulled ahead of him. Rogers then discharged a firearm and fled southbound. The officers in the initial vehicle did not fire their weapons.

A second unmarked police vehicle arrived as Rogers ran southbound. Officer Lance Jackson exited that vehicle and discharged his weapon, striking Rogers. Emergency medical aid was administered before Rogers was transported to a hospital, where he was pronounced dead at approximately 1:44 a.m. A firearm was recovered at the scene.

The materials released include three body-worn camera recordings and two surveillance videos, one of which contains audio, as well as related radio transmissions. In accordance with OPIA protocols, Rogers’ family was given the opportunity to review the footage before its public release.

No additional details were provided, and the investigation is ongoing.
