NJ Property Tax Relief Programs Open to Seniors, Renters, and Homeowners

New Jersey residents may qualify for state property tax relief programs designed to help homeowners, renters, seniors, and people on fixed incomes lower their housing costs.
Eligible residents can apply for three programs, Stay NJ, the Senior Freeze, and ANCHOR, using a single combined application known as the PAS-1, or “Blue Booklet.” Residents who previously received ANCHOR or Senior Freeze benefits may have already received the booklet. Those who have not can contact their local tax office or the New Jersey Division of Taxation.
Stay NJ offers property tax relief to homeowners who are 65 or older or receive Social Security or Railroad Retirement Disability benefits, own and live in their New Jersey home as their main residence, and have annual income of $200,000 or less. Benefits range up to $6,500 depending on income, though they are coordinated with the other programs and cannot exceed 50% of a homeowner’s approved frozen base taxes. Stay NJ payments are expected to begin in early 2027.
The Senior Freeze program is for eligible homeowners born in 1960 or earlier. It reimburses them for property tax increases above their base-year amount, helping offset rising taxes.
ANCHOR offers relief to both homeowners and renters who occupied their main home in New Jersey as of October 1, 2025. Renters may receive up to $450. An additional $250 bonus for senior homeowners has ended, but senior renters will continue to receive the extra $250.
Applicants will need their Social Security numbers, property tax information, income details, and, for homeowners, their property block and lot numbers.
The application deadline is Monday, November 2, 2026. ANCHOR confirmation letters have been going out since August 10, 2026. Residents who have not received theirs by September 10 should apply or contact the Division of Taxation at 1-888-238-1233.
